LOUISE PEREZ RESOURCE CENTER MOBILITY HUB


project backstory

The Louise Perez Resource Center Mobility and Resiliency Hub grew out of a simple but powerful question: how can a trusted community site do more for the neighborhood during everyday life and in times of emergency? In 2023, Community Resource Project (CRP) and Aura Planning began exploring how the Louise Perez site could become a place of both resilience and opportunity - a place where clean transportation, renewable energy, and emergency preparedness come together to directly benefit residents.

The idea was shaped by earlier planning efforts through the TCC Planning Project and extensive community outreach and by momentum from Sac Metro AQMD's Green Tech Mobility Hub funding, which helped spark conversations about how mobility investments can also serve larger community goals. From the beginning, the vision was broader than infrastructure alone. The team saw an opportunity to create a hub that could support the community during outages and emergencies, expand access to EV charging, promote cleaner and more equitable transportation options, and introduce residents to clean energy technology in a visible, hands-on way.

That vision began moving into implementation in 2025. CRP issued a Request for Quote on May 8, 2025 for the project at the Louise A. Perez Resource Center, 3821 41st Avenue, Sacramento. The RFQ described a mobility hub that would integrate electric vehicle charging, rooftop solar, and battery energy storage in support of energy equity and sustainability in underserved communities. The planned scope included EV charging infrastructure, solar photovoltaic panels, battery storage, switchgear, and system monitoring.

In June 2025, the project received funding support contracts from both Sac Metro AQMD, and SMUD. SMUD is playing an important supporting role by helping advance charging infrastructure incentives and supporting transformer replacement needed for the site. After procurement, in December 2025, Motive Energy was brought on to move the project into its next phase. CRP's agreement with Motive covers design, engineering, and permitting services for the Louise Perez project, including the solar, battery energy storage, and EV charging systems.

​Today, permitting is already underway. Current design assumptions include a new electrical service, rooftop solar, 4 fast charger connectors, 2 Level 2 charger connectors, and battery storage - all planned as part of a coordinated clean energy and mobility system. Once permits are complete, construction is expected to begin around September 2026, with an estimated construction period of about six months.

Purpose and milestones

The Louise Perez Mobility and Resiliency Hub represents the work of many partners coming together around a shared vision. Community Resource Project brings its deep roots and trusted presence in the community. Aura Planning has helped guide project development and coordination. Sac Metro AQMD has provided the primary funding support, while SMUD has helped address critical infrastructure needs. Motive Energy is advancing the technical design and permitting needed to bring the project to life.

​When complete, this project will be more than a set of equipment installed at a site. It will stand as a community-serving investment in resilience, sustainability, and equity - helping residents access clean transportation, strengthening preparedness during grid outages and emergencies, and creating a visible example of how clean energy technologies can support healthier, stronger neighborhoods.
