Brent Jamison - CA State Dept. of Gen. Services
Brent Jamison was reappointed deputy director of the DGS Interagency Support Division by Governor Gavin Newsom on May 27, 2021, where he had been serving since his appointment by Governor Edmund G. Brown Jr. on April 10, 2014.
Prior to his appointment, Jamison served as chief of the California Department of General Services Office of Fleet and Asset Management since 2011. He was deputy secretary of policy and planning at the California State and Consumer Services Agency from 2009 to 2010 and assistant deputy director of legislation at the California Department of Consumer Affairs in 2009. Jamison served in multiple positions at the Governor’s Office of Planning and Research from 2004 to 2009, including deputy director of legislation, assistant deputy director and senior legislative analyst.
Jamison earned a B.S. in Political Science from Santa Clara University, and a Juris Doctorate degree from the University of the Pacific, McGeorge School of Law.

Raef Porter - SMAQMD
Raef Porter is the Transportation and Climate Change Program Manager at the Sacramento Metropolitan Air Quality Management District where he is responsible for managing the Air District’s transportation, equity, climate change and mobile source programs. He is also responsible for the Air District’s Land Use programs providing review and comment on the emission and health impacts of land use development projects, local agency general plans and climate action plans and review of CEQA documents. Prior to working at the Air District, Mr. Porter led the Climate and Energy Team at the Sacramento Area Council of Governments (SACOG) where he oversaw projects on electric vehicles, climate adaptation, climate mitigation, transportation innovation, transportation funding, and air pollution mitigation. He also served as the Executive Director of the Del Paso Boulevard Partnership where he was responsible for all aspects of the agency operations, from daily operations and finance to project oversight focused on creating a clean and vibrant community in Uptown/Old North Sacramento.

Keith Leech Sr. retired in 2015 as the City of Sacramento's Fleet Manager and most recently in 2023 as Sacramento County's Fleet Division Chief. The County of Sacramento is recognized as a trailblazer in implementing renewable fuels and innovative fleet technology projects driven by strategic business planning processes and data driven decisions. Sacramento County’s fleet was recognized as the #1 Green Fleet in 2018 by NAFA and was consistently recognized among the Leading Government Fleets by APWA and NAFA under his leadership. Keith was inducted into the Public Fleet Hall of Fame in 2017 by Government Fleet Magazine and APWA and he received NAFA’s 2014 Fleet Excellence Awards for Excellence in Public Fleet Sustainability and Excellence in Fleet Leadership. Keith served the as President of the Sacramento Clean Cities Coalition for over 15 years.

Co-Director:
Tim Taylor - Clean Cities
Tim Taylor managed the Land Use, Communications and Mobile Source Division at the Sacramento Metropolitan Air Quality Management District (SMAQMD) from 1996 to 2003 and again from 2007 to his retirement in August of 2018. He began at the Air District in 1991 in the "Clean Alternative Fuels/Low-emission Vehicles (CAF/LEV) Program" and became a Division Manager in 1995.

Gina O’Neal is a seasoned Air Quality Analyst and accomplished Grant Writer, boasting an impressive success rate of 96% with the Sacramento Metropolitan Air Quality Management District. Her expertise lies in event planning, having managed events with record-breaking attendance of over 600 participants.
In collaboration with her mentor and co-coordinator, Tim Taylor, they have successfully conducted more than 18 diverse workshops, trainings, and events in the past year. Their teamwork and dedication have been instrumental in these achievements.
O’Neal’s grant writing skills have proven to be highly effective, securing over $49 million in grant funds for various transportation projects. The most recent accomplishment is the Del Paso Heights Mobility Hub, powered by GreenTech.
Always eager to collaborate, O’Neal actively seeks opportunities to work with other Clean Cities Coordinators. She is open to sharing her experiences and insights, and is committed to helping others think creatively and outside the box. Lisa Chiladakis - CA Air Resources Board
Lisa Chiladakis has been on the Clean Cities Board for over 20-years. Lisa is an Air Pollution Specialist at the California Air Resources Board where she works on equity outreach and engagement as it relates to zero-emission vehicles and the Advanced Clean Cars regulations. Lisa supports activities related to zero-emission vehicles in California from regulations to legislation and policies to incentives and demonstration programs. Lisa also works with a team of CARB staff on the creation of CARB's Community Engagement Model, empowering staff to foster meaningful connections with communities across the state.

Brian Craighead - City of Roseville
Brian Craighead is currently serving as the Refuse & Stormwater Manager for the City of Roseville. In this role, he is responsible for managing the Waste Services utility, which includes overseeing a fleet of over 60 Solid Waste Collection Vehicles. Prior to this, Brian served as the Fleet Manager for the City of Roseville, where he managed the citywide fleet, including Fire, Police, Public Works, Parks, Transit, Water, Wastewater, Solid Waste, and Roseville Electric. Recently, the City of Roseville completed an expansion of its Pleasant Grove Wastewater Treatment Plant, which involved the implementation of an Energy Recovery Project (ERP). The ERP enables Roseville to produce its own Renewable Natural Gas (RNG), which is then used to fuel the Solid Waste Collection vehicles. This process allows for the creation of a clean, sustainable transportation fuel while supporting a circular economy in Roseville.

In this position he manages the crucial link between external and internal resources by identifying key issues and concerns and facilitates the development and implementation of key project objectives. Chris has been at SacRT for over 6 years, previously serving as the Chief of Staff, Deputy Chief of Staff, and Special Assistant to the General Manager.
Before he joined SacRT, Chris was a Senior Field Representative and Policy Advisor in Congresswoman Doris Matsui’s office providing assistance on matters related to transportation, the environment, energy, small business, labor and more. Chris also serves on the Boards of the Sacramento Clean Cities Coalition and Breathe Sacramento. He holds a BA in Political Science and Communications from the University of California at Davis.

Steve Fratis retired from the Sacramento Municipal Utility District (SMUD), where he was employed from June 1983 to December 2017. During his almost 35 years working at SMUD’s he worked in the fleet department under two administrative positions. He also workedked in many other roles during that time on various teams, projects and directives.
After retirement in 2017, he returned to work for SMUD as a consultant in 2019 and 2020, working with SMUD’s Electric Transportation department recruiting private fleets for participation in fleet electrification projects.
Currently, Mr. Fratis serves on the Board of Directors for the Sacramento Clean Cities Coalition. He joined the board as a representative of SMUD in 2014. He is committed to the mission of the Coalition which is to promote a reduction in the use of fossil fuels in the public and private transportation sectors within the Sacramento region, including adjacent counties.

Guy Hall - SacEV
Guy Hall, a global technologist with 29 years of R&D and Leadership for Hewlett Packard in countries such as Germany, Canada, Slovenia, Russia, India, China, and Costa Rica. He is President Emeritus of the Sacramento EAA Chapter, former EVA national Board Secretary and a Director of the Sacramento Clean Cities Coalition. Hall became interested in EVs in 2010 as a solution to our environmental, economic and security challenges. His drive expanded the Sacramento Electric Vehicle Association chapter membership ten fold establishing it as a 600 member regional organization leader for EV knowledge, events and activities. In 2015, he became the first driver to navigate an EV from the lower 48 through Canada to Fairbanks Alaska, while promoting electric transportation with utilities, government agencies and the news media.

Dwight MacCurdy - SMUD
Mr. MacCurdy worked in the Sacramento Municipal Utility District (SMUD) Electric Vehicle Program from 1990 until 2020, which in the early years focused on research and development of prototype EVs and lightweight body structures, later on Plug In Hybrid Powertrain development and support for fleet electrification and more recently on charging infrastructure development. Prior to working in the EV area, Mr. MacCurdy worked at SMUD and the California Energy Commission on electric utility energy efficiency programs, and prior to that at the Alaska Public utilities Commission. Mr. MacCurdy graduated from U.C. Davis with a B.A in Economics.

Judy Robinson - SacMo
Judy Robinson is currently the Executive Director of the Sacramento Region eMobility Collaborative “Sac eMO” (formerly the Sacramento Region Plug-in Electric Vehicle Collaborative), a regional, multi-sector Collaborative of over 100 participants who have been working together since 2015 to increase the deployment of electric/zero emission vehicles and related infrastructure across the Sacramento Region. Our members are a diverse group of public, private and non-profit organizations working together to provide clean and affordable transportation and mobility alternatives and solutions. She was formerly the Sustainability and 2020 Census Manager for Sacramento County. She has over 35 years of experience with local government, community planning and development, parks and open space, sustainability, climate resiliency and health. She is also a Team member for “Design 4 Active Sacramento,” a cross-sector Health team, doing focused work on using the built environment to improve the public’s mental and physical health. Access to multiple mobility modes is key to a healthy life. Judy is a recognized leader and expert on Planning, Climate, Sustainability, Health and the Built Environment. As a leader, she understands the importance of collaboration and community capacity building, racial equity and embracing the richness of Sacramento’s diversity.
