Clean Cars 4 All (CC4A)


What is Clean Cars 4 All (CC4A)?
Clean Cars 4 All (CC4A) is an incentive program offered to income-qualified Sacramento residents. The program provides grants to help residents retire their old vehicles and replace them with zero or near-zero emission vehicles or electric bikes. Depending on income and mobility options, participants can receive up to $12,000 for the purchase of an eligible new or used vehicle or the lease of an eligible new vehicle. Participants can also opt-in for electric bikes instead of vehicles. 
How did the CC4A program come to be?
​CC4A is part of California Climate Investments, a statewide initiative that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment — particularly in disadvantaged communities. Underserved communities are disproportionately impacted by pollution from gasoline consumption and production. These communities tend to be near busy roads and freeways, exposing residents to dangerous levels of emissions. The CC4A program aims to reduce exposure to these high levels of pollution by replacing older vehicles with clean ones in these communities where the impact is greatest. The program was created by the California Air Resources Board (CARB) and is managed by local air districts throughout California. The Sacramento CC4A program launched in March 2019 and is currently open to qualified Sacramento County residents. As of December 2025 1,517 internal combustion engine (ICE) vehicles have been scrapped and replaced by zero emission vehicles (ZEV) or near zero emission vehicles in Sacramento.
